I think the person who made the flag was Betsy Ross .I think this because 1870 there was a History thing in Philadelphia and a person came there and said that his grandmother made it also he said that all that all the time he grandmother told him stories all the time , also he had a 5 pointed star which was in the story he told.Now that is why I think Betsy Ross made the first American flag.
